Okay, they're going to kill a member of the Atlantis crew every 15 minutes until they get the jumpers, and, according to Cowen, they're going to start with Sheppard. Hello? Are you on crack? Standard practice is that you never start with the most important hostage. (Which would be a toss up between Sheppard and McKay.) You kill the ones who aren't so important to the person you're negotiating with, thereby proving you're actually willing to kill the people. It makes the other person more likely to give you what you want. Kolya knew this. it's why when he was trading barbs with John, he told he he'd shot Weir first. If John knows that Kolya is prepared to kill Weir, and thereby prepared to kill Rodney, then Kolya was in a better position.
